Swimming Pool & Spa Barrier Safety Inspection Course
Short Courses Australia is an approved provider of the Victorian Building Authority (VBA) to deliver the face to face Pool Safety Inspectors Course (VBAISP2020).
Participants who complete this course and who can demonstrate at least 6 months of practical industry experience with an approved Inspector including completing their VBA Inspection logbook can then submit an application to the VBA for registration in the class of Building Inspector (Pool Safety).
Building Inspector (Pool Safety)
A person registered in the class of Building Inspector (Pool safety) is responsible for carrying out all the functions of a swimming pool and spa inspector under the Building Act 1993 and Part 9A of the Building Regulations 2018, including:
- undertaking inspections of swimming pool and spa barriers to determine compliance with the applicable barrier standard;
- issuing certificates of pool and spa barrier compliance;
- issuing certificates of pool and spa barrier non-compliance;
- lodging certificates of pool and spa barrier non-compliance with the relevant council.
Course Outline
The Pool & Spa Safety Inspector Course is delivered via a Face-to-face delivery over 5 days, across a 10-week period, 1 day per fortnight at our Port Melbourne campus.
This course covers the knowledge and skills required to conduct pool barrier inspections, including but not limited to:
- The regulatory framework.
- Preparing for and conducting inspections of pool safety barriers (and producing sufficient and compliant records of the inspection).
- Issuing Pool and Spa Barrier compliance and non-compliance certificates and written notices.
- Occupational health and safety (OHS) requirements and considerations in relation to carrying out pool safety compliance inspections.
- Duties and obligations of Building Inspectors (Pool Safety) including ethical considerations.
- 'Soft skills' including: explaining requirements to pool owners, dispute resolution skills and dealing with culturally and linguistically diverse (CALD) persons.
All students gain access to a SCA VBA Pool Safety Inspectors student portal for any supporting documentation and post course submission.
Payment plans are available, however a $1,000 enrolment fee will be invoiced at the time of booking to secure your placement.
Please Note: Inspections completed as part of the course cannot be use as part of your VBA application.
Assessment
Participants must demonstrate knowledge and competence by undertaking simulated pool and spa inspections.
All students will complete a theory-based assessment and an additional 15 simulated inspections under the supervision of a VBA accredited inspector (the Trainer) across all Australian standards to deemed competent in this course.
Successful completion of this course does not constitute registration.
Persons who successfully complete this course will need to undertake additional inspections on live sites to meet registration requirements before they are eligible to submit a registration application.
Australian Standards
The cost of the course does not include a copy of the Australian Standards. You will be required to purchase AS1926.1- 1993, 2007, and 2012. The standards can be purchased from SAI Global.
VBA Registration Information
To become registered under the VBA all students must supply the VBA with three differing documents.
- a Certificate of Completion in Pool Safety Inspectors Course (VBAISP2020)
- A portfolio of evidence (Logbook detailing minimum of 25 live inspections)*
- A technical referee with a duration of a minimum of 6 months

Six Months Experience: For your VBA application you are required to hold at least six months experience in pool inspection work under the guidance of a VBA registered pool inspector. You must demonstrate experience that involves the required breadth, responsibility, and application of relevant knowledge to undertake pool barrier inspection work.
Typically, this would include evidence of having participated in at least 25 home pool and/or spa barrier safety compliance inspections, under the supervision of a person registered to undertake pool barrier inspection work, in the last 7 years. This experience must be accompanied with a signed technical referee from the VBA registered supervising inspector.
Short Courses Australia has partnered with multiple VBA (Victorian Building Authority) Registered Pool Inspectors across Victoria to support course participants gain access to the "live" inspections for your application. These inspections will be at the discretion of the individual inspectors and are subject to the availability of the Pool Inspector and suitable inspections (Additional costs will apply)
